Failed International Payments but money gets deducted.

When I try to pay using my card at POS machines in International Stores. 1st time machine shows card declined but second time machine shows payment is successful. It is not happeing at a particular store but different stores. When I try to reach you it is advised to wait for T+31 Days but I have refund due for the same issue from 4th May 2023 and today its January 31st 2024 still the money is not refunded back to my account even after complaining.
