Amount debited twice but not received by the merchant

I made a transaction for rs. 2665 in a supermart called win mart in VIETNAM. The first transaction got declined,then again another transaction was done but it also got declined. When I checked my account info, the money was deducted twice 2665+2665. The merchant said they haven’t received the money and are denying it. My money is stuck. Please help asap. I’m attaching bot the transaction id’s
