How to close lien based credit card and remove lien

I am struggling to find option to close credit card all bill paid i want to remove that lien i am tired this app is scallam !! Not giving me option to close credit card

We completely respect your decision to close your Niyo DCB credit card. Please be advised that this is a one-time offering and, once closed, you will not be able to reapply for or recreate this specific card in the future. If your primary goal is simply to access your funds, you can instantly adjust your lien through the Niyo Global App by navigating to the “Hub” or “Credit Card” section and selecting “Reduce Lien” or “Release Lien” under “Lien Details”; provided there is no outstanding balance, your funds will be moved to your accessible savings balance immediately. However, if you still wish to proceed with a permanent closure, please send a formal request from your registered email address to customercare@dcbbank.com.

My account has line amount I don’t know the reason every time I mail bank no clear response how to get back my line money back or clear line amount from my account
