Debit card rejected due to Risk of baking fraud

I got this error message while transferring fees to my university in Malaysia using debit card
Amount was around 2lakhs10thousand

As there is limit of 7.5 lakhs

Can you please help me with this error

Hey @AR.336! As per the screenshot, it seems like the merchant has been blocked due to fraud risk. Transactions are not allowed by the payment server with this merchant and we cannot help you here. We are sorry to say that you may have to see an alternative mode of payment.

Can I contact Merchant and ask them to resolve this error
