Can someone simplify this TCS rules for me?

I currently work and live abroad. I am using Niyo global SBM Global credit card. If I use more than 7 Lakhs per Annum, Will I have to pay TCS?
If Yes, and I do not have any tax liability in India, Am I eligible to get a refund?
