Amazon CA keeps declining Niyo Card

Hello guys,

I am trying to buy some stuff from Amazon CA and getting it delivered to my relatives place there. However the transaction keeps on declining. I have enabled international transactions, have enough funds loaded and made sure the card number is correct. Am I missing something?
There is no reference number provided for the decline. I just get a email from Amazon stating the transaction is declined and I should contact the bank.
Are there any current issue with Amazon payment?
